Compare it to bounties. With the current buffs, its basically an ancient reforge per run, which is around a targeted primal per 2 hours. Now that is really powerful. For the other primal changes/buffs to be even remotely close, it would have had to at least allowed wearing multiple, possibly cost reduced. Reroll legendary is by far the most efficient way to get ancient/primal quality on a certain item. 5 of each bounty mat and FS's. Just do bounties for 1 day in a 4 group and you will have hundreds of mats after a couple of hours.
