So I became thane of riften then completed the civil war for the imperials after changing my mind about which side to support. Making the rounds to regain thaneship from all the new Jarls, but maven doesn't say anything except "Jarl Maven Black-Briar has a nice ring to it" or something to that effect.. The different jarl thing shouldn't affect it either, I can't remember it too clearly but I think I only looked to become Thane of Riften after I had done the civil war questline. Someone online said this, maybe try it: "I tried the suggestion and it worked for me. Thane of Riften I think I may have accidently killed the argonian woman in Riften that starts the Skooma trade quest. I can't remember if I killed her, but I can't find her anywhere.

Some of the Thane quests have other requirements. I'm pretty sure the Riften one requires you to have advanced to the dragons being active, can never remember the name of that quest. Make sure you've completed up to journeying to High Hrothgar being your active quest or further. I helped Ingun. Typically you need to help 5 citizens in the major cities (3 in the minor ones) in order to qualify for thanedom in that hold. Usually there's a misc. objective to help you keep track of these things, but iirc Riften's a bit unusual in how it structures its thanedom quest.
